PROBLEMS OF THE SMALL BUSINESS IN THE PENZA REGION IN THE CONDITIONS
OF ENVIRONMENT VARIABILITY

Backgrounds. The economic crisis and international sanctions against Russia could not fail to affect the parameters of the development of small business enter-prises in 2014–2017, which are forced to respond to changes in the business environment,
faced with new problems. The purpose of the study is to identify the problems of small business in a changing business environment on the example of the Penza region.
Materials and methods. Realization of the research goal was achieved through a comprehensive study of regulatory documents and practical experience of the functioning of small enterprises in the Penza region. In the process of research, the following
methods were used: the dialectical method, the methods of deduction and induction, analysis, synthesis, comparison, combination, historical and logical, modeling, statistical method, survey and questioning, etc.
Results. The article reveals the problems of small business in the Penza region in the conditions of variability of the business environment. An overview of statistical data on the development of small business in the region for 2014-2017 is given. A survey of experts, managers of small enterprises allowed to establish the main factors affecting the effectiveness of small business development in the Penza region, ranking them by importance. To solve the identified problems, a set of measures was developed aimed at supporting small business in the region.
Conclusions. The results of the study led to the conclusion that managers of small businesses do not fully utilize their internal reserves and capabilities of enterprises and do not effectively influence the factors of the internal business environment, trying to adapt only to environmental factors.
